Dr. Joseph Rudolph’s presentation is titled Balkan Transitions & the “Don’ts” of State-Making in Kosovo. This discussion will focus on the lessons that can be drawn from the errors of third parties in compounding a political conflict that had been 600 years in the making before NATO’s 78 day air campaign against Belgrade on behalf of Kosovo in 1999.
Dr. Martha Kumar’s presentation is titled Changing Places: The Transition from President Bush to President Obama and will focus on the best planned presidential transition we have experienced. In part its success was due to the preparatory actions of Senator Obama, but just as important were the preparations beginning more than a year in advance by President Bush and his team. The 2008 transition can serve as a model for presidential candidates and incumbents as well for the operations and actions taken that year.
