“History’s Reverberations: The Historical Roots of Baltimore’s Contemporary Policing Challenges”

In April 2017, the City of Baltimore entered an agreement with the US Department of Justice (DOJ) to make significant changes to local policing policies and practices. The DOJ report identifies pervasive problems with the contemporary policing of Baltimore’s Black communities; largely unexplored in the report is the long and often troublesome history of policing of Baltimore’s Black residents. In this presentation, we will discuss archival data aimed at revealing this important history.
