There has been a lot of discussion about this recently passed bill. Richard Reinhardt, Assistant to the President for Governmental Relations, came to the April TUSC meeting to update us on the new legislation. Upon receiving many questions about SB841/HB 863, he did some follow-up research and had this statement, “Last week, following the TUSC meeting, I contacted Michael Rubenstein, Analyst for the Department of Legislative Services. Michael was responsible for drafting the fiscal note for this legislation. He and I spoke a few minutes ago to address some of the questions posed by TUSC members.
According to Michael, with the exception of TU’s Fraternal Order of Police (FOP) members, this new law will NOT affect Towson employees, faculty members, etc. – the bill only applies to recognized bargaining units at USM’s institutions. Since Towson only has one approved bargaining unit (FOP), campus police who are non-members will be the only employees affected. Earlier this year, USM contacted him about the bill, wherein they ensured that, if passed, the legislation would only impact those institutions that have approved bargaining units.
I hope this offers the clarification that many TUSC members wanted to know. I would greatly appreciate it if you would provide this information to the members at your earliest convenience.”
